I'm not sure just from the pictures, how long since the cutting was taken? It looks like it needs more humidity while the roots develop.
My advice is to get out and spray it with a mist of water multiple times per day. Whenever you see it drying up, give it a top up. The roots should start to develop within a week and you'll notice it start to grow.

The cutting is still young. Keep her out of direct light for another week.

The roots are just starting to grow and will find it hard to draw up moisture from the soil. While the roots develop (7-14 days) it's best to foliage water them with a mist. If you know how to use a humidity tent without burning your plant then that will keep you from watering too much.
Otherwise just continue it until you notice the stem and leaves gain strength, then she will be ready to start vegging and you can move it into direct sunlight.
