while you are right that they are leaves I like to think of them more as the food source for a developing seedling. they do very little photosynthesizing and actually are mainly aimed at providing the plant with enough food to produce its first set of leaves which then do most of the photosynthesis. I only mention that because it's helpful when determining when to start nutes and how to treat young seedlings
