Seems all right, make sure that it has the proper connections for your ballast.  If it doesn't you can always get adapters.

Its pretty cheap at 60 bucks. Also I was looking at fans and dont really know what I'm looking for.....How many CFMs am I looking for? Or do I have to know the space I will be using first? I found one that is like 250 CFM for 30 dollars.

You need to know the size of your grow space, but 250 would prolly do ya from what I see your going to do be doing.

If your interested I'm doing a grow at the moment and doing a grow log if you wanna keep an eye on it.  I'm jsut about to clone from the mothers to start the  main grow.  I'm getting fucking excited.

Well for a 400, generally you want a footprint of 3'x3'.  That is the most efficient coverage you would want for the amount of light.

You can stretch it to 4x4' but the plants on the outside perimeter would not produce as well and would possibly put out spongy buds.

I'm guessing you won't be using a space larger than 31/2' x 31/2' x 6' am I right?

That would be 74 Ft3 - And as a rule of thumb, you should exchange the entire volume of the grow space 1x per minute (minimum) and aim for 2x per minute for optimal results.  If you have 74 Ft3, then you would want to get a fan that pushes somewhere around 150 CFM, but could effectively work with a 80CFM model.

At the local hydro shop yesterday I saw they had 6" Dayton axial fans (basically a super beefed up computer fan, all metal construction) that ran directly off 110V and ran 3200RPM and pushed 240CFM!!!  They were on sale for only $36!!! That's an insane price and my buddy Lucid picked one up, and I was SUPER tempted to grab one, but I don't really need it at this time, but if you are interested and can actually pay for it soon, I'm going tomorrow and would grab it for you if I could trust you to buy it from me... Just a suggestion.

The tube. That's a really good price for it.

Generally those tubes don't have the greatest reflection capability, and a large reflector with a glass shield and air duct flanges is much better. I think honestly the loss in reflection capability is very marginal however. Cool tubes are pretty good if your space is limited.

I use one and I'm pretty happy.

If you are looking for a good cheap reflector, the hydro shop in MPLS has a fucking dank ass setup for $60.  Lucid got one for hs 400w balast and I couldn't believe how nice it was for that price.  I'll try to find it because honestly a Cool tube isn't the best for reflective properties.

Agrotech Reflector

I know you don't like to listen to any of my advice and think I really don't know shit about growing but I have seen this in use in person and can assure you that it is perfect for most applications.  It's nice and large so the light gets spread out really nicely.  It's basically keeping it simple while keeping the light efficient.  It doesn't have all the bells and whistles like duct flanges or a glass shield but those are things you can look into later down the road when you have this hobby dialed in.

I wouldn't talk it up if I didn't truly believe it's the best reflector for the price, and I for one think that since this is pretty much your first real grow, having air cooled lighting isn't necessarily imperative.  If you set up your ventilation properly with passive intakes and a circulation fan you won't need to cool your bulb

I drew a quick sketch for someone the other day on how the passive intakes could be set up, I designed mine on the fly and it works flawlessly...

It's not exact or anything just a quick idea of how things could work if you used a passive system.  I didn't include some things, its just an idea of the cold air in at floor level and the fan pulling hot air out the top.
