damn hydro store sells it for $80 170 gph. Is this normal? I seen water pumps on ebay for $20.

It really depends on what model your looking at in the hydro store, we can't really tell you if it's the same thing without knowing what pump you were looking at. I can't vouch for that brand, haven't seen it or used it before.
No you do not need back pressure.

That ones $20 for a reason, if you need the pump to provide any pressure I would get this one

I used to use those for PC watercooling and they were they cheapest and most powerful (in the price range)
I never submerged any of mine but it says submergable
