medical Augusta, Maine -- Gov. John Baldacci on Friday signed an executive order to create a 14-member task force that will help apply an expansion of the state's medical-marijuana law.
"Creating a new pharmaceutical distribution system is a complicated undertaking," he said in a statement. "Our goal is to follow the spirit and intent of the law while avoiding unintended consequences that could create serious problems in the future."
On Thursday, 59 percent of voters approved a citizen initiative that allows nonprofit medical marijuana dispensaries to open across the state. It also adds to the number of conditions for which marijuana can be recommended by a doctor.
Supporters said the dispensaries are necessary to provide a safe and legal way for patients to access the drug.
The task force will have until Dec. 31 to come up with recommendations after reviewing the application of similar laws in other states. It will consider public health and safety, and advise the Department of Health and Human Services on how to develop rules, according to the governor's office.
Committee members have yet to be named.
Ten members will be appointed by the governor, and will include two members of the public, a physician representative, a patient representative, and someone from the Department of Public Safety.
Senate President Elizabeth Mitchell, D-Vassalboro, may appoint two senators and House Speaker Hannah Pingree, D-North Haven, may appoint two representatives.
The Committee on the Implementation of the Maine Medical Marijuana Act will be led by the commissioner of the Department of Health and Human Services or her designee.

Here's bits and pieces of some updated information I recieved via email today from the "Maine Marijuana Policy Initiative" These are the people that are responsible for all of this.
Hey Folks, Thank you for being patient as we get ourselves situated post-election day. We are now prepared to move forward and if we all work together, we expect that Maine will have dispensary’s operating by May of 2010 if not sooner.
stay tuned for more updates as things get more defined. Remember, the new law is not yet in effect and won’t be in effect until 45 days after the legislature goes into session. This means some of the new provisions in the law such as the additional qualifying conditions will be legal as of the third week in February. But the rules regulating the operation of dispensary’s are a longer process, and this means that DHHS will not be compelled to release them until sometime in May.
Under the new law, a physician may recommend marijuana for the treatment of: cancer, glaucoma, HIV, AIDS, hepatitis C, amyotrophic lateral sclerosis (Lou Gehrig's disease) Crohn’s disease, agitation of Alzheimer’s disease, nail-patella syndrome seizure disorders including epilepsy conditions marked by severe and persistent muscle spasms such as multiple sclerosis conditions marked by severe nausea or by a wasting syndrome chronic conditions causing intractable pain that does not respond to other treatments after six months
The state will soon be establishing a process for evaluating and approving the use of marijuana for other conditions. This means we can add new conditions without having to re-write the law.
We are in the process of creating a list of physicians in Maine who are familiar and comfortable with the medicinal uses of marijuana. This list will become available by December 1st, 2009 and will be updated as often as is warranted.
The state of Maine is currently in the process of establishing rules governing the operation and regulation of medical marijuana dispensaries. The law already puts in place the following requirements: A dispensary must operate on a not-for-profit basis for the benefit of patients (can’t pay out to shareholders) A dispensary may not be located within 500 feet of a school A dispensary must keep marijuana in a locked facility to prevent theft The officers and board members of a dispensary must be residents of Maine and must not have been convicted of any felony drug offense within the past 10 years (unless the activities for which they were convicted would have been legal under this law.) Dispensaries will be subject to all relevant municipal zoning ordinances.
A major conference/gathering for patients/providers/and potential dispensary owners/operators to be held in February of 2010...

Very cool! Let us know how it goes. Loooks like some progress is being made. I would LOVE to own a dispensary, but i'm too newb to all this stuff for that and would have to learn way way more first. Anyway, i met a guy named Stevie D. this weekend. He owns a dispensary in the Oakland area. Pretty cool guy with two really long ponytails. It was neat to talk about it with him.

I dream of someday owning a dispansary. ( a guy can dream right haha) I am going to a major confrence for potential dispensary owners/operators/patients in febuary. While there I plan on networking an ass ton. Yes that's right an ASS TON haha. I am in hopes that I will be able to land a job or even just volunteer at a dispensary or where ever the state will allow the grows to be located. I couldn't imagine what it would be like to get paid to grow..and legally at that.

My states pharmaceutical board is supposed to send something to congress telling them whether or not they should legalize medical marijuana in Iowa. That is supposed to happen sometime before December. Everyone that went to the meetings was pretty supportive of medical shit.

The study, by researchers at the University of California San Diego, used a type of high-tech scan called diffusion tensor imaging to compare microscopic changes in brain white matter.
The subjects were students aged 16-to-19, divided into three groups: binge drinkers (defined as having five or more drinks at one sitting for boys or four or more for girls), binge drinkers who also smoked marijuana, and a control group who had very little or no experience with either alcohol or drugs.
As expected, the binge-drinking-only group showed evidence of white matter damage in eight regions examined, as demonstrated by lower fractional anisotropy (FA) scores. But in a finding the researchers describe as "unexpected," the binge-drinking/marijuana group had lower FA scores than the controls in only three of eight regions, and in seven regions the binge-drinking/marijuana group had higher scores -- indicating less damage -- than the binge drinkers who did not use marijuana.
Brain white matter tracts were "more coherent in adolescents who binge drink and use marijuana than in adolescents who report only binge drinking," the researchers wrote.
"It is possible that marijuana may have some neuroprotective properties in mitigating alcohol-related oxidative stress or excitotoxic cell death," as has already been shown in lab and animal studies.
"This study suggests that not only is marijuana safer than alcohol, it may actually protect against some of the damage that booze causes," said Steve Fox, Marijuana Policy Project director of state campaigns and co-author of the new book, "Marijuana Is Safer: So Why Are We Driving People to Drink?" (which hit number 14 on the Amazon.com bestseller list). "It's far better for teens not to drink or smoke marijuana, but our nation's leaders send a dangerous message by defending laws that encourage the use of alcohol over marijuana."

Members of the task force appeared split on the issue, with several people saying they, too, are concerned that growing standards are followed to ensure quality.
That's especially important because patients with a recommendation from a doctor to use medical marijuana are often seriously ill, said Anne Jordan, commissioner of the state Department of Public Safety.
Dan Walker, an attorney for medical marijuana supporters, said Haskell's proposal runs counter to the intent of the citizen initiative.
"To make this a large-scale production takes away from the small business side of it," he said.
However, Ken Altshuler, an attorney who represents the public's interest, said his primary concern is for the patients.
"I don't see this bill as a vehicle for helping the economy of Maine," he said. "I don't like the idea of dispensaries all over growing marijuana."
Haskell said her proposal would continue to allow individuals with permission to grow their own marijuana if they choose to do so.
Voters in 1999 first approved the use of medical marijuana in Maine, but the law required patients to grow it themselves or appoint a caregiver to grow it for them. Supporters then brought forward a citizen initiative this year to allow nonprofit dispensaries to operate in Maine.
When voters approved it with 59 percent of the vote, Maine became the fifth state to permit medical marijuana dispensaries. The campaign to pass the expansion of the law spent only $54,132 on the issue, according to campaign finance reports.
The task force agreed to meet again in early January to review final language before sending recommendations to the Legislature.
Advocates don't expect dispensaries to open in Maine before the end of next summer, given the timelines outlined in the law.
The task force also heard from Becky DeKeuster of the Berkeley Patients Group, which has run a dispensary in California for 10 years.
She said her dispensary, which serves an estimated 8,500 people, follows careful guidelines for people who come to get marijuana. They always check with a physician to make sure a recommendation for use is valid, they make sure the physician is in good standing, and they maintain a database to ensure that patients aren't coming in too often.
They also have security in place 24 hours a day, seven days a week.
"It's like operating a jewelry store or a grocery store," she said.
