Search function is you best friend here. But here you go.
Supplies are very limited, but the reason we call it weed, is well that plant will grow like one, even under the WORST conditions.
1. bucket/pail/2-liter bottle with the top cut off= free or dirt cheap.
2. Potting soil ( damn cheap )
3. couple 100 watt CFL bulbs ( cost about 15 bucks at a hardware store. standard base, and cord assembly will run you 35 bucks for two of them)
4. Fan, keep it cool, and keep the little plant strong ( 10 bucks new, or good will for cheap)
And there you go. Even crappy bag-seed with a 40 dollar investment will result in a 1/2 way decent plant.

It depends on how good you want the bud to be man. Its pretty much more money you spend = better bud. You could get a bunch of CFLs but they wont produce dense buds that you are probably looking for. Dont just get a couple. Airborne Robot isnt right in saying that it will just grow no matter what. Its not gonna just produce nice buds, you have to feed it the right stuff and have the right light. Anyone who says it will just grow no matter what is giving you the wrong advice. If you are willing to spend about 275 dollars you can get a pretty nice setup that you will be much more happy with than CFLS. Trust me CFLs just dont work that great.

To piggyback on what tripto is saying, there was a discussion here recently that to get solid results with CFL's you'd have to spend almost as much as it would cost to purchase a 150W or 400W HID system. For a cheap grow, I'd go with:
One of the Fox Farm basic soils (Happy Frog or Ocean Forest) A 400W Metal Halide setup A DIY grow tent Exhaust fan and passive intake A blend of compost/bacterial/fungal teas (so you don't have to buy nutes)
You'll also want to invest in a pH meter.
This probably looks like greek, which is why checking this is your best bet to get started.

Winter in South Texas.
If your doing hydro, you will need to cool the reservoir some days, heat it others. Same for the plants. My a/c runs everyday and I'm doing a soil grow. Not in an attic.
I'm in the Corpus Christi area.
Do soil before hydro, IMAO. My grow after next will be hydro if I'm lucky.
Good Luck

or you could try hempy buckets which is a soilless media grow and is way cheap to do.
all it is is a three or five gallon bucket with a half inch hole about two inches up from the bottom of the bucket(to serve as an overflow for the res).
you use half strength hydro nutes everytime you water it just wait for it to droop a little bit to know the reservoir is empty.
you have to water a little more frequently until the roots reach the bottom of the bucket .
the buckets are filled with verm and perlite at a 1-3 ratio one verm three perlite.

What are you people still reading grow tips from the anarchist cookbook? In the WORST conditions..? yeah right.. In the worst conditions a cannabis plant won't survive 24hrs.

yeah, I would call the worst conditions like... in the center of the sun. Plants wouldn't survive a millionth of a second there

I dunno, coaster managed to get some buds with his grows. I'd consider those to be the worst conditions possible
