The following is a quote taken from Ethan Nadelmann's opening address at last weeks international drug policy reform conference. Just about word for word.
I want to make an analogy here. Because there's another drug out there. It's a powerful and magnificent drug. It's a drug in which virtually everyone of us is involved with. It is a drug which we love, in which we can not imagine living without. And also a drug which sometimes we wish we could do without. It is a drug that has created enormous mayhem and chaos and deaths and suffering and also enormous pleasure and wonderment and all of these good things. What is that drug? The automobile. Now the fact of the matter is that we have no alternative but to accept the reality that automobiles are here to stay. And that we have no choice but to learn to live with them so that they cause the least possible harm and the greatest possible good. The same harm reduction definition that we apply to other things. If you look at the history of the automobile, at least in our (USA) society, and a number of others, in the last few decades, what do you see? You see more and more cars on the road that are driving more and more miles. Yet, few people dying, less pollution going into the air, less people being wounded and hurt. We ain't there yet. But what it does mean is that a powerful substance a diversity of substances can become ever more available in our society yet we can reduce the harms associated with them. We can learn how to live with them so that they cause the least possible harm and the greatest possible good. We have no choice but to embrace that reality! Because the world of our children and grandchildren requires it. Now what that means is being smart, being sensible. The role in criminal law in dealing with those automobile drugs is relatively minimal, limited to those who drink, or are under the influence of our drugs when their utilizing that other drug, the automobile. But apart from that criminal law doesn't play that big of a role. It's the same thing with our drugs, the drugs we deal with in our movement and in our small society. That ultimately the role of criminal law has to be at the edges. for the people who are under the influence and put other people directly at risk. But we can accept the reality, we can accept the independence and freedom of people to utilize these things and to consume these things as they wish and to hold them responsible for the ways in which they use them. We can look for ways to make them safer to use. We can provide honest education not DARE type programs, but cultural wide and society wide education. Because ultimately the best protection we have in moving forward into a world full of evermore drugs is not a punitive system of criminal prohibition. It is the empowerment and the education of us, the consumer, us the human being of us the one who lives day in and day out with our own pains, our own grievances our own urges our own everything! Using these drugs for better and for worse, but learning to live with them so that they cause the least possible harm.
