Most butter recipes tell you to simmer the butter with water and weed, since the boiling water will maintain a constant temperature that is high enough to facilitate the transfer of the good stuff into the butter, while being low enough not to vaporize or degrade the good stuff out of the final product. After the mixing and cooking of butter/water/weed is complete, you strain it to remove plant matter and then let the butter/water cool to the touch, and then stick it in the refrigerator to cool for another 24 hours in order to allow the butter to separate from the water (since the fat will rise to the top). Once that happens, you can just pick up the slab of cannibutter that's sitting on the top of the dirty water and there you go!
Now as for using stems only... you can try, but your butter is really only going to be as good as the quality (and quantity) of the product you use to make it. As we all know, stems aren't potent by any means, so it will follow that butter made strictly from stems will be lacking in potency. Furthermore, you generally want to use a good lot of herb for the cannibutter (1 oz of leaves/buds per lb of butter), so if you have that amount of stems, you should be able to spare some of the buds too in order to improve the butter!
thc IS insoluable in water....thus the butter. ive done it using just leaves, stems, and really man ur better of making hash- use herb if ur gonna make some butter...good luck!
