I think if you are killed in military service you, your family receives between 250,000-500,000$
It's more about making sure your love ones are financially stable in a time of loss more than them trying to compensate for the loss of life itself.

What is a life worth? To me, mine is worth more than others. I'm one of the most passive and non hostile people around and try to keep the peace but some people are just full of hatred and if I ever have to defend myself that first bullet out of my concealed 45 or that first swing of my knife will be worth it. I'm not going to leave them able to sue me. Better to be judged by 12 rather than packed by 6.

They just come up with a good price that they think will shutup the victims families. So, its really in the hands of the victims families whether they push it real hard or not.
I had a HIB shot the other day and there was a thing on it that said if someone is killed because of this shot blah blah blah then there is a fund setup by the government to keep the families quiet.

They are going to try to get by spending the least amount of money possible...So if they think 10k will shut your mouth then they offer it to you...Because they know if you continue to push it that it could eventually end up costing them 100s of thousands in legal fees etc.
So if you push it long enough they would obviously offer you a larger amount to make you shut your hole.
