So I was wondering, everyone knows some of our police departments have infared. I was wondering how much lights/heat would it take to bring attention? I'd only like something small for myself, so it wouldnt be too crazy.

The cops aren't supposed to just drive around pointing FLIR at everyones house, they need to get a warrant first.

I am not sure if they raid places with high power bills in your area - I know in California, as long as you pay your bill the power company doesn't care what you do with the electricity.
The standard answer to this question is that you can certainly get away with a 1000 watt light and probably 2000 watts. 3000 watts would be the same as two space heaters, still not completely out of the question but might start to get noticeable on the power bill / FLIR.
I was at work about a year ago and an electrician was using one of the same FLIR units the cops use, he was going around pointing it at all the electrical panels to find any warm spots that would indicate a loose connection. The display looks really trippy, I was tempted to buy one on ebay for a good deal and use it for awhile and then try to sell it for the same amt.

I see, well Ohio gets cold so space heaters are everywhere lol. That cools though, I'm going to be moving in the summer and will have a basement to do this in that is of considerable size. Thanks for the info about the FLIR and the warrants.
