Have you contacted Dr. Chronic yet to inform him of the situation? I'd definitely recommend doing so if you haven't already.
By the way, was going to post this in my last one but I was in a hurry to eat, but that really sucks it happened like that. It must have felt really shitty to finally get your shipment and have the seeds ripped right out. It definitely didn't occur in customs though, and I'm sure Dr. Chronic will help you get it replaced.

You have to realize though that seeds getting confiscated in U.S. customs are due to the simple fact that all mail is subjected to random searches, as there's simply no way they could screen for certain addresses from seed-banks, unless you are making that decision based on the fact that he didn't respond back. Hard to say what happened there, might have had something to do with the fact that he's only shipping to the U.S. with the attitude of "your on your own 'cause I can't take the loss due to your country's customs", but I usually hear about his good customer service.
Don't know about having them seized more than once, but I don't think anyone has ever been visited as a result of seed seizures... the sheer amount of all the different kinds of stuff they seize every day makes getting two envelopes for the same address pretty irrelevant, I'd have to think...
Back to Dr. Chronic though, his stealth, inside and out, is probably the best there is.

The Illinois thing makes sense, considering how many reports I've read about the Chicago hub being exceptionally good at confiscating seeds. Regarding Seed Boutique and Seedbay, I do see reports of seized seeds happening while reading through ICMag. Every time the topic comes up, everyone feels compelled to list how many times they've received seeds and whether or not they've lost packages, and my unscientific conclusion is 95% of people get their seeds all the time from them with no problems.

I would doubt it would cause a problem, but even if they did show up at your door, it is only a problem if you are growing at that address. Possessing seeds may be illegal, but they never came into your possession if they seize them.
