Also.
Isn't it suspicious sending peanut butter readily availble anywhere overnight shipped to a different state?
Also would the courier be able to open that peanut butter and see that the seal is removed?
Doesn't sound like a good idea.
I've sent something illegal in the mail before, I used some sort of retail packaging such as a over the counter pill bottle for vitamins and bought a plastic heat shrinking ring to make it look unopened.
How much weed are you looking to send?

use USPS, overnight it but don't require a signature on delivery, get a delcon number so you can track it.
vacuum seal it at least twice. three times is better imo. don't touch the sealed bags with hands that have touched weed and don't smoke while doing this. use common sense, you don't want any smell or residue at all. also use gloves and leave no fingerprints, hair, etc...
put a return address that is not yours on it. but don't do anything suspicious.
and the reason USPS is safer, is because they have to get a warrant to open your mail. not because of a 'budget' or anything like that. when you use fedex or ups they can open it up for any reason without a warrant.
that should be enough unless you're mailing pounds, but if you are really worried, there is a lot more you can do. but be creative. there are entire pdfs online devoted to sending drugs through the mail with instructions and the theory and reasoning behind it. interesting stuff.

also when you receive it, bring it inside, write Return to Sender on it, and leave it sitting around for a day or two.

unless your sending a few pounds in the mail I doubt they would even bother analizing hair for dna :P

if the pipe has been used then its illegal
if it's clean it's legal, but i know it's illegal to sell paraphernalia online so there might be something illegal about sending it through the mail. i would throw a bag of tobacco in there with it if you are mailing it separately, that way it is now a tobacco pipe and legal. if you are mailing it with the bud then it's illegal lol.
honestly though, pipes are cheap, just buy one when you get there. just my opinion. i would buy the weed when you get there too though.
to clear up what i said earlier, overnighting stuff does raise slight suspicion (relating to regular mailing, such as what are you overnighting...), however think about the time-frame they have to act on. if you don't receive it the very next day when you're supposed to you know something is wrong. that's when i would refuse the package.
also even if you vacuum seal it 3 times if you leave it sitting long enough the smell will seep through. overnighting it means less chance of this happening.
of course it is more expensive, i think you'd be fine either way. but i know several people pretty high up that prefer large shipments to be overnighted for the very reasons listed above. less time for them to get a warrant, less time for it to smell.
keep in mind if something did happen, and you did refuse the package, they'd probably get a search warrant for your place. you don't want anything illegal at the residence you are shipping to of course. and like i said ealier no evidence of you on the package/etc... if shipping from the post office wear a hat, dont look at the cameras, and pay with cash. don't look like a hippy either.
but really i'm just telling you these things as precautions. people send bud through the mail everyday with no problems. but be as safe as you can and plan for the worst. i'm a paranoid guy myself, so i don't do anything through the mail these days.

should be fine. i think the peanut butter is overkill though. also it would be way too light, peanut butter is heavy. some well known ways are shampoo bottles, vcr tapes, etc... well known is not good though... lol be inventive 
personally if i were in your situation i would vacuum seal it however many times you want, but before you do it the last time, put a black garbage bag or something you can't see through over it. maybe they sell colored vacuum sealer bags you can't see through? i don't know i don't have one myself.
its starting to become common practice in the online world where people put everything in a USPS envelope and then put either in a bigger envelope or a box. you address both completely.
supposedly if they open one, they can't open the other without a warrant, but they will need a warrant in the first place so i never understood this. also they don't put postage on the inside envelope so even if the theory behind it is correct, it might require postage on it as well. either way it's a good idea encase one envelope breaks/tears during shipment.
but really i'm no expert in shipping marijuana. never done it, never received it. maybe someone who has can chime in and give some advice.
also i would delete your posts after you get the answers. don't want to incriminate yourself if you have personal information posted online here.

envelopes tear easier, i'd use one of the boxes provided free at usps myself. but yeah good plan.
